Public Works Technician I

DEPARTMENT: Public Works Department


POSITION REPORTING RELATIONSHIPS: The Public Works Technician I reports directly to the Public Works Director. In the Director’s absence, the technician reports to the City Administrator


SUPERVISORY RESPONSIBILITIES: None


POSITION FUNCTION: The Public Works Technician I responsibilities include but are not limited to the following; water plant treatment and maintenance, water distribution system maintenance, sewer plant control and city infrastructure planning, developing and maintenance. The technician must exercise discretion and independent judgment in the day-to-day activities of the Public Works Department.


MAJOR RESPONSIBILITIES:
a. Assist in operation, maintenance and repair of the city water and distribution system including wells and associated equipment water towers and associated equipment and infrastructure. Safe and proper handling of chemicals associated with the water treatment facilities.
b. Assist in operation, maintenance and repair of the city wastewater collection and treatment facilities and associated equipment. Safe and proper handling of chemicals associated with these treatment facilities.
c. Proficient in operation and maintenance of heavy and light trucks, snowplows, tractor mowers, trimmers, grader, sweeper, backhoe, and equipment generally related to maintenance of city streets and property.
d. Maintenance, repairs and ground keeping of city streets, lots, alleys, bridges, sidewalks, right of ways, buildings and water distribution and sewer infrastructure. Also, city owned cemeteries, parks, park buildings, etc.
e. Attend all required job training or continuing education programs including but not limited to equipment operation, OSHA training, pesticide training, and confined space training.
f. Assist the Public Works Director/City Administrator in developing and maintaining preventive maintenance programs for buildings, equipment, vehicles, infrastructure, etc.
g. Maintain all licenses by obtaining needed CEU’s on an annual basis.
h. Attend Council meetings as requested by the Public Works Director/City Administrator, or Mayor.
i. Provide availability for on-call throughout the week and weekend as scheduled by the Public Works Director.
j. Respond to emergencies during non-working hours by phone or pager.
k. Special assignments as required by Public Works Director/City Administrator, or Mayor.
l. Assist other City departments and perform other duties as directed.

The level of involvement may vary based on need and individual capabilities.


ESSENTIAL KNOWLEDGE
a. Knowledge regarding the operation of the water and wastewater systems; ability to maintain, and diagnose system.
b. Office equipment including computers and phone system;
c. OSHA regulations;
d. Employee and equipment productivity;
e. City, State, and Federal laws;
f. Labor contract and personnel policies.

ESSENTIAL SKILLS (Position requirements at entry)
a. Ability to complete extensive manual labor including ability to lift up to 75 pounds.
b. Ability to work in confined spaces, while abiding by OSHA requirements.
c. Read, understand and ability to explain the City Code of Ordinances to residents.
d. Maintain department records in an organized and orderly way;
e. Use computers and related software applications;
f. Communicate and maintain effective working relationships (both orally and written) with staff, citizens, subordinates, supervisors, contractors and vendors sufficient to exchange or convey information and to receive work direction.
g. Formal plan in place to obtain Grade II water treatment and Grade II water distribution license. Successful testing for these licenses to take place as soon as DNR time requirements are met. Licenses must be obtained within 3 consecutive testing opportunities meeting the minimum DNR time requirements without bypassing any available testing dates. Failure to attempt is considered a test failure.


TRAINING AND EXPERIENCE
High School Diploma or General (G.E.D.) and 1 year of working in a similarly sized organization; or an equivalent combination of education and experience sufficient to successfully perform the essential duties such as those listed above.
OTHER NECESSARY REQUIREMENTS/ ABILITY TO OBTAIN WITHIN 1-YEAR OF EMPLOYMENT
a. Grade I water treatment license
b. Grade I water distribution license
c. Grade I waste water license
d. Pre-employment drug testing
e. Criminal background history check
f.  Possession of a valid Class B Iowa CDL with air brakes
g. Pre-employment drug testing


Salary and Benefits
Salary Range $20.00-$23.00/ hour DOQ
